Log Message:

  * Adjustments to template files. Remove page_banner setting,
    never used.

  * Change theme.cfg to use new DirConfig directive, which sets the
    variable according to the name of the file and optionally makes it
    dynamic. The @TRAFFIC variable now controls whether
    dynamic_variables pragma is in use.

  * Minor component tweaks.
