Where do I set this or how do I set this? It's not a good solution to calculate the tax AFTER choosing a state (or zip). When the tax is the same in one country you will want to know the tax BEFORE registering to pay (e.g. in your shopping cart). If you have a bug in your pages, you need to fix it always in two places. The same goes for improvements. For a limited number of languages [LC] might be a fine idea.
