[interchange-i18n] Setting sales tax in other countries

In Norway every product has a flat sales tax (24%).  Where do I set this or 
how do I set this? 

It's not a good solution to calculate the tax AFTER choosing a state (or 
zip).  When the tax is the same in one country you will want to know the tax 
BEFORE registering to pay (e.g. in your shopping cart).
