[interchange-i18n] More encoding/decoding issue - XLS upload

Hi,

After solving the high characters problem with the HTML::Entities patch, there is still one
problem.
When uploading using XLS Spreadsheet the high chars (Hebrew in my cased) get mess.
Using Single table option (text file) work OK.
Any suggestion where to look for a solution?
What libs are doing the work in the background?
