[ic] Admin Intervace

We have Interchange 4.6.1 up and running, 3 catalogs created from
'construct'.  In testing the Admin Interface - Design - Site Layout, we
are unable to change sort order of sections, changing sort order of
categories functions but is not consistent in where the category get
moved to in the list.

Didn't find anything in the archives, very little on the Admin Interface
at all.  Haven't been able to find any docs on the Admin Interface other
than on-line help and it has nothing on this subject.

Any info would be greatly appreciated as we are trying to get sites up
and running for customers that want to admin their sites.
