This question pertains to Interchange 4.6 
I put the static build directives into my catalog.cfg file:

    StaticDir   /ext/htdocs/simple/static
    StaticPath  /simple/static
    StaticAll   Yes
    StaticFly   Yes
    NoCache     ord special
