When starting interchange for a catalog that is configured to utilize a SQL
database, and DBI/DBD::Whatever is/are not installed, there is no useful error
message presented when the start-up fails. It would be useful to give an error
message that indicates DBI/DBD::Whatever needs to be installed when none is
present and the catalog is set up to use a SQL database.

This is actually a bug in DBI -- the $@ gets eaten. Reported the bug
to dbi-users mail list, and will add a workaround.
