Read the docs on shipping.  Let me know if you need help finding the right 
docs.  You can setup shipping by price, weight, qty, etc.  For that, use 
shipping by price.  One entry for price 0-100, one for 100-infinity (which 
is $0.00).

This would go in shipping.asc
