I don't know about FrontPage...but I couldn't get GoLive to even open them.

It has been answered in the mailing list archive already and also in the
documentation.

In short the answer is: no

I guess it would be possible but It'll be much more complicated as no
program can understand/parse
the IC MML tags yet. What you can do is to build the complete set of
templates and then implement the
features manually. It'll take less time than editing everything by hand for
sure...

I myself built a complete, non-functional, demo of the site using a WYSIWYG
(Macromedia Dreamweaver 4)
and edited the features by hand.
