Crontab time intervals will be checking the database every 15 min which is
easy to implement. However, what I want is to have crontab check the
contacts table and send out a dialog event stating to the logged in
individual that a specified contact needs to be contacted. 

I have all the pieces together except for this part of it and one other.
Creating this crontab event is a major part of it.

After I am done with this I wouldn't mind submitting it to the users for
review and possible IC use. I think this would be a great add-on to IC

The easiest thing to do is have the cron job send email.  Assuming
your users are checking mail frequently this should work out.  Also,
how fine tuned to you want this?  Do they need to get the message
accurate to the minute, hour, or day?

Another thing that would be cool is to use Net::AIM::Connection from a
perl script to send a message to your users if they are logged in.
