[ic] affiliate tracking & foundation

Well Kevin... That's the rub...  Foundation isn't doing it.

It is the current version 4.8.3 that is an upgrade from 4.8.2.   The
upgrade appeared to go just fine.  It was tracking.

Then I enabled PGP order sending and SSH on the checkout and the
tracking vanished!

Any ideas?
