probably 50 returned - the default matchlimit. Try:

[loop search="fi=oils/tf=description/ra=yes/ml=1000"]

incidentally, ra is on the one-click page:

but not on the reference page:
http://ic.redhat.com/cgi-bin/ic/dev-4.8/icdatabase_33.html

is this not a valid param any more?
