That looks like a bug to me.  The page is missing and the
[bounce]/[area] that calls it should be using an [area form=...]
to format the URL args.  Enter it into bugzilla.

For the time being, edit the pages/query/order_detail.html and
pages/query/order_return.html pages and change the
"special/user_violation" to "special_pages/violation".

That'll fix you up for the time being.
