[ic] 1DA: Missing ConsigneePostalCode

I have used Minivend 3.x for a long time; recently, I totally redid my
catalog from scratch using Interchange 4.8.3 (from debian packages).

Most things work, but when trying to checkout, there are no shipping
options displayed, and the following error is printed above the shipping
drop-down box:

1DA: Missing ConsigneePostalCode 

A search through the mailing list indicates a possible fix by modifying
the ups_query tag, but the line mentioned doesn't seem to exist in this
version.

Turning on debug reveals nothing whatsoever (no error is logged).

Can anyone point me in a direction to investigate further? I'm stuck
at this point, having exhasted the capabilities of my feeble brain. :-)
