[ic] Authorize.Net Response String Version

The modules currently do 3.0...

We attempted to pay Akopia/RedHat to upgrade this module, with the requirement
that it be added to the distribution, so everyone would benifit.

They said NO. They would do the work, but would not give us ANY assurant anyone
else would ever see it.
