This usually means that the link file in your cgi-bin cannot communicate 
with VENDROOT/bin/interchange. There could be a number of reasons for this; 
the most common are path- or permissions-related, I think. There are a 
couple of FAQ's on this:

and this all assumes the IC is truly running at the time:
         ps ax | grep interchange | grep -v grep

Sorry I can't be more helpful, but it has been so long since I have had 
this problem firsthand that I don't even remember what steps I took to 
solve it. No doubt a good consultant could get this going for you; 
otherwise Google the maillist archives for "the interchange server is 
unavailable".
