That's the short term everyone uses for the "Administration"
part of IC : ..catalog.url/cgi-bin/catalog.cgi/admin/login.html

Ive seen a few problems with the templates and it was 
always one of two things:

IC needs proper permissions (i.e. 664)
or
you did not upload the templates in ascii format
