[ic] installing problems

hi.
After a week to try installing interchange I am stuck in this.
Hope someone can help me. Homepage foundation store from interchange-4.9.4 
works fine but when I
click, for example nails, I get the error:  The requested URL 
/cart.cgi/scan/st=db/co=yes/sf=category/se=Nails/va=banner_image=/va=banner_text=.html 
was not found on this server. The admin interface works not at all. error: 
The server encountered an internal error or misconfiguration and was unable 
to complete your request. I deleted all the files and tried 
interchange-4.8.6. same problem. also with interchange-4.9.5.and I am now 
back on 4.8.6. but still the same problem. (I install as root)
error log says:

when restart with su -c "/usr/local/interchange/bin/interchange -r" admin I 
get:

low traffic settings.

Interchange V4.8.6
Configuring catalog cart....using default DBM database...alias /cgi-bin/
cart.cgi used a second time,skipping.
done.
Interchange server started in UNIX mode(s)  (process id 27657)

Do I something wrong in the configuration or in 'bin/makecat'?
This is what I did the last time in makecat:
