I just created a new shipping method that looks something like:

ERR	weight	0	99999999	e Sorry, no shipping available to this
destination!		{'PriceDivide' => "1",}

Then set this as the only method for countries I do not ship to. This
way if I decide I want to change my mind later, I have that option.
