[ic] Auto-populate problems with 4.8.3

I am running a database of about 500 items with about 18 different product
groups and 2 to 3 product categories under each group.  For some reason the
auto-populate feature (/admin/layout_auto.html) successfully creates all the
areas, but only creates the categories beginning with the letter 'A'.  I've
double checked my products table and can't find anything in there that
should contribute to this problem.

Any suggestions would be greatly appreciated.
