[ic] Free Shipping based on Zip Code

My thought would be to edit the zones file to create a new zone for these
zips. Then add a column in your rate table to always charge zero for them.

Or, if you want to offer a "Free shipping to Baltimore" option separate from
the normal options, just create a free shipping option, and then do a
filterto only offer this shipping method to persons with such and such zip
conde.

Just a couple ideas.
