[ic] Interchange reconfig question and restart problem

Mitel SME v5 (Redhat 7.1)
Interchange 4.8.3 (RPM install)
Database name=store
I deleted the products.sql file, restored the original products.txt and
products.mysql files where they belong and called interchange to do a
reconfig=store.
Nothing happened. I did a ps ax | grep interch and it shows interchange
running as pid 1264.
Everything looks good in the log, but no reloading of the database
(products.txt)
If I tell interchange to do a --restart it tells me it was not running.
After it restarts it dumps the inet mode saying the port is in use. At this
point ps -ax | grep interch show two pid's for interchange like the first
one did die completely. The store is not accessible at all regardless of
what I do until I do a fresh reboot. I have even tried kill pid nnnn to
ensure it's unloaded, but I can not access the store no matter what.
Any ideas?
