[ic] pgp followup

I finally got it going, thank you for your help!!  the problem was when you 
install ic as an rpm the interchange directory is /usr/lib/interchang rather 
than with manual install its in the /home directory. once I got the ic user 
defaulting to the interchange directory I refollowed the install instructions 
for the pgp keys and it worked perfect.
