Your problem appears to be that the SECURE_ENABLE variable is not set.
You can edit the variable in the products/variable.txt file, or use
the admin UI.

Don't forget the trailing "__" on your CGI_URL variable.  I assume
your copy/paste chopped the "__" off, as you said that changing
http to https works.
