Hello,

Using foundation 4.8.5.

I have successfully implemented USPS Priority mail from a local lookup file, 
but cannot get adder, and at_least to work as expected.

Here is a copy of the related lines from shipping.asc

USPSPM  Priority Mail	weight	0	0	e Nothing to Ship!		{'ui_ship_type' => 
"weight",'ups' => "0",'at_least' => "5.00",'adder' => "2.00",'geo' => "zip"}

USPSPM	Priority Mail	weight	0	70	u Priority [default zip 04175]		{'at_least' 
=> "5.85"}

USPSPM	Priority Mail	weight 70	999999	e Over 70lbs cannot ship Priority 
Mail.		{}


I had to add the 'at_least' to the second line of USPSPM to get it to be at 
least 5.85 for 1 lb, if I leave the {'at_least' => "5.85"} off the second 
row [shipping] will simply return $3.85.
