Replying to self, or others:

I could'nt get the above format to work for some unknown reason, but this 
works fine:

USPSPM: Priority Mail
   criteria	weight
   zone		760
   geo		zip
   default_geo	04157
   adder	2
   table	Priority
   ui_ship_type	UPSI

   min		0
   max		0
   cost		e Nothing to Ship!

   min		0
   max		70
   cost		u

   min		70
   max		999999
   cost		e Too heavy for USPS Priority Mail

I wish I knew why the other format was failing.....
