When the user is not logged in, no shipping charges apply.  Does anyone

a patch or a fix for this?

If you are using shipping based upon weight, the user will need to enter
in their zip code before shipping options will appear.

If this is not the case, please list how you are charging for shipping
(weight, price, etc.) or else it is hard to help...
