My solution to this issue turned out to be pretty simple.  Have the client
buy SecureCRT and give them an account on a system that you control and can
send the encrypted mail to.  So the data is stored in the email system
encrypted and when they are viewing it, it's encrypted.  The nice thing is
that you do all the PGP setup and they just log in and run mutt.  My clients
are a psychiatrist and a medical doctor - and their staff - who run a retail
store and wanted a web presence, so it can be done by somewhat non-technical
folks (obviously they are bright people, which helps).
