If you are going to charge nothing for GNDCOM then you do not even want to 
reference Ground.csv.  I guess you could just edit the GNDCOM method like so:

GNDCOM  UPS Ground Commercial   weight  0       0       e Nothing to ship!
GNDCOM  UPS Ground Commercial   weight  0       150     0

And Apply Changes.
