Those directives belong in the catalog.cfg, or a config file called
from that file.  All of the catalog.cfg and interchange.cfg directives
are documented in the "Interchange Configuration" (icconfig) manual.
Special Pages are documented in more detail in the "Interchange
Templates" (ictemplates) manual.
