Add:
NonTaxableField    nontaxable
to catalog.cfg. This causes IC not to charge tax on items marked 
nontaxable.

Then edit all your items, and set the 'nontaxable' field to yes, or 1, 
save for the one item that _is_ taxable. This can be done very easily 
from the shell if you are using MySQL or the like.
