[ic] How to grap variables from url?

Ok I am not getting this one.

How do you grab variables from the url?
eg(www.site.com?foo=bar)
I want to use foo in usertag call.
eg([cal foo]) where cal is the name of
usertag.

All suggestions are appreciated,
