No, it didn't.  It would appear that that little comment has been sneeked in
somewhere as it was working without that line on the previous version I was
running, which iirc was the last "official" release.

Nope, it was generated as part of a cron job and literally just contained
the string I posted as part of the error message (which was "200302150000").
I've gone and fixed it by upgrading to the latest nightly release and
editing the cron job to insert "#COUNTER-1.0" before the number.
