[ic] Shipping Options In CVS

Hello:

I am using latest CVS of IC and I can no longer see where,
maybe I forget? to add shipping method options. Also, is it
best, if so HOW? to use tables from Fedex and UPS versus
http lookups, which is default no? I notice a long delay
when UPS lookups are done.
