[ic] Shipping Field lacks more than two choices

My ISP's current implementation of Interchange 4.9.3 only lists 2 types 
of shipping (1DA - UPS Next Day Air and 2DA - UPS Next Day Air) AFTER 
you key in a zipcode.  I checked out the demo on the icdevgroup.org 
site and it works the same.  My "SHIP_DEFAULT_MODE" is set to "upsg"

Any advice.
