Ok after some further research here is the deal on UPS.

The current perl module being used for ups calculations does violate the ups
license.  In addition to simply not being supported as a way to connect to
ups.  Even the author of Business::UPS states that the module should no
longer be used.

The new xml interface can be used without violating any licenses.  You have
to display the ups logo, display a notice if the shipping price displayed is
different from that returned by ups, and the merchant has to sign up for an
access key which is then sent with each request.  I have a perl module for
the new xml interface completed.  It's basically a replacement for the
Business::UPS module.  The shipping.asc file needs a couple of changes, the
usertag needs to be redone, and a couple of new global variables need to be
added to make it all work.

By the time I get done testing everything and cleaning up the code, it will
probably be a couple of days before I post it to the list.
