If you currently have Apache 1.3 then you must consider whether
Apache 2 has any features you need that are not available in 1.3.
If this is the case then make the switch, otherwise you may as well
stick with what you have.

There will come a point when 1.3 is far too old and unsupported to
be viable, at which time an upgrade to Apache 2 would be strongly
recommended.  In my opinion, that time is not now.

I'm still using Apache 1.3, by the way.  I suggest you study the
documentation on the Apache website and match your requirements against
the available versions before you make your decision.
