[ic] Locale fixes

I have made numerous Locale fixes to the DEVEL branch of Interchange.
It would be nice if people using multiple locales would check their
catalog against them and see if

	1. What used to work still works
        2. What was a problem is fixed

This should solve just about every problem related to decimal point
setting that I have heard about. If it does not, I need *cogent* bug
reports to help me make sure this is nailed.
