Check your etc/after.cfg.  You may need something like:

NonTaxableField nontaxable

and perhaps...

Profile default NonTaxableField nontaxable

Enable debugging, then check your CATROOT/foundation.structure file to see 
what your profiles are working out to after all is said and done.
