[ic] page or area tag to an anchor link

Hi,

I'm trying to figure out how to use the page or area tags to generate a 
link to a specific section of a page.

Specifically, I want to create a link to 
"http://www.mysite.com/mystore/help.html#series".

I've tried several variations and searched the docs & wiki, but have not 
found any examples.

Is this possible?
