Yes.  Anything's possible. :-)

You could have Interchange initiate the request, and receive the
response, or you could get the external machine to POST data to an
Interchange page.

If the external machine POSTs the data then you will need some form
of authentication to avoid having to accept all submissions at face
value.  Perhaps the POST could include a password, and could be sent
over a HTTPS link.
