[ic] Interchange 4.9.8 release

The Interchange Development Group announces the release of Interchange
4.9.8. This latest version in the development branch includes months of
work and hundreds of improvements to the core, the admin, and Foundation.

We recommend that users of the stable Interchange 4.8 branch wait until
Interchange 5.0 is released to consider upgrading production sites, but we
encourage all new implementations to be built on this release. We
anticipate only a few more bugfix releases before Interchange 5.0.
