[ic] Improper HTML on admin page?

In the HTML for the login page for the admin page the top of the page
has two <html> defines, is this done on purpose or by mistake?
I have been going through some of the pages trying to resolve many of
the problems why many pages do not render proper and found this. This is
came from the demo page.

"<html> <<< should not be here
<html>
<head>
<title>Interchange: Log in to Administration</title>"
