[ic] 404 in Layout Editor

Hi all

I am getting a 404 error in the Layout Editor: Organize your site into
categories when I try to add a new section.

When I look at the error logs I get the following.

And when I look at Server.pm line 182 it says that this is for an undefined
catalog? How or where is the catalog defined??
