Ok.  well that allowed me to build the catalog.  Now when I try to 
access it, I get the message:

Undefined catalog: /cgi-bin/cbmparts

Steve, your CGI program doesn't match your configured catalog name...   
Notice that the catalog name in your CGI is CMBPARTS but when IC started 
it stated that the catalog was FOUNDATION?
