[ic] account_change profile not active?

Hi all,

It seems the account_change profile is not being used when accessing the 
account maintenance page. The required field checking doesn't to to be 
in effect, as I can save an account profile without entering information 
in the fields defined as required in the profile. Am I missing something 
really obvious? I tried this out on the online demo, and it seems broken 
there as well.
