[ic] possible bug (or incomplete) feature of area tag - anchor

Hi,

I was trying to do something like
[area href="privacy_pop" anchor="online"]
to get a URL like
privacy_pop.html#online

but instead I am getting
privacy_pop.htmlonline#online

I was poking around tag_area in Interpolate.pm and vendUrl in Util.pm, but
my since my perl skills aren't the best, I wanted to check with the experts.

I'm using 4.9.8
