[ic] Re-send order email

Hello,

On IC 4.8.3, has anyone come up with an admin solution for resending order
emails?  Should require a logon, and allow someone to put in an order number
to have it re-sent to the defined order recipient.  This is useful when the
email system has problems, or an order is deleted by the recipient user.
