Did you download the tarball, and did you extract it with:
tar xvfz interchantge-xxx.tar.gz?

Or did you download a .zip file that you extracted on your own computer
before transferring it to the destination server?

If you did the latter, then try to get the tarball, extract it, and try
again by running ./configure
