[ic] nontaxable items being taxed

I'm having a problem where I've set an item under "Shipping/Tax/Other" to
Taxable=No. I then go and add the item to my shopping chart, go to the
checkout screen and select my state. It says I am going to be taxed and then
adds tax to the item.  

All other items in our database should be taxed, except one.  This one is a
voucher that someone would take into a store to purchase a product and
should not be taxed upon purchasing it.  Can someone tell me what I am
missing or should to make this work correctly?
